Why West Virginia EV Registration Costs Matter
West Virginia funds roads partly through gasoline taxes paid at the pump. Electric vehicles use little or no gasoline, so the legislature added flat alternative fuel registration fees to replace a portion of that revenue. At $200 per year for battery-electric vehicles, West Virginia sits in the upper tier of state EV surcharges alongside Nebraska ($150), Kansas ($165), and Arkansas ($200).
The math still favors many EVs for typical West Virginia drivers. At 16,876 miles per year and 30 kilowatt-hours per 100 miles, a compact EV uses about 5,063 kilowatt-hours annually. At 16.8 cents per kilowatt-hour, electricity costs roughly $851 per year. A 30-mpg gasoline car at $3.50 per gallon burns about $1,969 in fuel over the same distance. The $200 EV fee is more than offset by fuel savings of roughly $1,100 per year for high-mileage drivers.
Utility territory matters. Appalachian Power customers in southern and central West Virginia can enroll in an off-peak EV rate that cuts overnight charging to about 12.9 cents per kilowatt-hour. Mon Power and Wheeling Power customers under FirstEnergy pay the standard flat residential rate with no EV discount. Choosing the right rate plan can save hundreds of dollars per year.
Important: West Virginia imposes a flat $200 annual surcharge on BEVs and $100 on PHEVs under W. Va. Code §17A-10-3c. These fees have been unchanged since SB 1006 took effect in 2019. SB 233 (2025), which would have rebated the PHEV fee, died in committee.

APCo’s EV off-peak tariff uses a separate submeter to charge roughly 25 percent less during designated hours: 8 p.m. to 6 a.m. Monday through Friday, plus all weekend hours and holidays. The off-peak rate is approximately 12.9 cents per kilowatt-hour compared with about 17.6 cents on the standard schedule.
