Hawaii’s fee structure is uniquely complex because motor vehicle taxes are split between state law and four independent county governments. An EV owner in Honolulu may pay more than $400 per year in registration and weight taxes alone, while the same vehicle on the Big Island might pay under $250. Maui adds another $100 on top for battery-electric vehicles. Understanding your county is essential before you buy or register an EV.

Electricity prices also shape the ownership equation. At 42 cents per kilowatt-hour on a standard Oahu residential schedule, charging a typical EV costs roughly 12 cents per mile. Gasoline at $4.50 per gallon in a 30-mpg car costs about 15 cents per mile. The fuel savings margin is narrower than in Nebraska or Idaho, where electricity runs under 13 cents per kilowatt-hour. Time-of-use charging during midday solar hours at 21 cents can drop the EV cost to about 6 cents per mile, widening the advantage considerably.

Hawaii partially offsets these costs with perks other states lack: free use of high-occupancy vehicle lanes regardless of passenger count, and free parking at state and county government lots. Hawaii Energy also offers generous Level 2 and DC fast charger installation rebates through June 2026.

Important: Effective July 1, 2025, battery-electric vehicles moved from a flat $50 alternative-fuel surcharge to a mileage-based road usage charge of 0.8¢ per mile (maximum $50). EV owners may still pay a flat $50 through June 30, 2028. After that date, only the mileage charge applies.

Act 222 (2023) established Hawaii’s EV road usage charge program under HRS Chapter 249H. The charge replaces gasoline excise tax revenue that EVs do not pay at the pump. Because EVs are permanently exempt from state fuel excise tax, the full 0.8 cents per mile applies with no offset. Maui County EV Highway Improvement Fee

Maui County imposes an additional annual fee on electric and hybrid vehicles beyond standard state and county taxes. Battery-electric vehicles pay $100 per year. Conventional and plug-in hybrid vehicles pay $50 per year under Maui’s highway improvement ordinance.

Hawaii Electricity Rates and Charging Costs

Hawaii has the highest residential electricity rates in the United States. Hawaiian Electric serves Oahu, Maui, and Hawaii Island. Kauai Island Utility Cooperative (KIUC) serves Kauai independently.
