These fees were created by the Rebuild Alabama Act to offset road funding that gasoline buyers pay through motor fuel tax at the pump.
Registration is only one line on the ownership ledger. Alabama gasoline carries a 30 cents per gallon state excise tax (31 cents for diesel), plus 18.4 cents federal tax on gasoline. Residential electricity averaged about 16.8 cents per kilowatt-hour in mid-2026, but Alabama Power customers on an EV time-of-use rate can charge off-peak for as little as about 5.49 cents per kWh. Alabama drivers log roughly 14,400 miles per year on average—higher than many states—so fuel versus electricity cost differences add up quickly.
A fair comparison stacks purchase price, 2% state sales tax plus local surtaxes, annual registration, energy or fuel cost, maintenance, and insurance. EVs generally cost less to maintain but often carry higher insurance premiums. Federal purchase credits up to $7,500 for new EVs applied only through September 30, 2025; Alabama offers no matching state credit in 2026, though Alabama Power provides a $500 home charger rebate and a low off-peak EV rate. Alabama EV Fees and State Law (§40-12-242)
Alabama Code §40-12-242, as amended by Act 2019-2 (the Rebuild Alabama Act), imposes additive registration taxes on alternative-fuel vehicles:
- Battery-electric vehicle (BEV): $200/year base surcharge, indexed; $203/year effective July 1, 2023
- Plug-in hybrid (PHEV): $100/year base, indexed; $103/year effective July 1, 2023
- Low-speed electric vehicle: $50/year
Fees increase by $3 every four years under the indexing schedule. The next adjustment would raise BEV and PHEV amounts accordingly when the four-year cycle triggers. Standard passenger vehicle registration remains $23 per year before any county or local additions.
Total annual registration for a typical battery-electric passenger car is therefore about $226 ($23 + $203). A plug-in hybrid pays about $126 ($23 + $103). A gasoline car without a plug pays only the base $23 unless other plate options apply.
Alabama does not impose a separate mileage-based road charge on EVs—only these flat annual fees. We found no widely reported county or city EV-specific registration surcharges beyond normal sales tax on purchases. License plate issuance fees apply uniformly and are not EV-specific.
A portion of each alternative-fuel fee is distributed under statute: for battery-electric vehicles, the first $150 of the $203 fee is shared among state, county, and municipal road accounts under a fixed formula, with the remainder directed to state road construction. That split does not change what the owner pays at the counter, but it explains why the legislature structured the fee as road funding rather than a generic surcharge.
Important: The alternative-fuel fee is annual and repeats every registration year. It is not a one-time purchase charge.

Motor fuel excise taxes
Alabama’s state gasoline excise tax is 30.0 cents per gallon effective July 1, 2025 (raised incrementally under the Rebuild Alabama indexing plan from earlier 27–29 cent levels). Diesel is 31.0 cents per gallon. Federal tax adds 18.4 cents per gallon on gasoline and 24.4 cents per gallon on diesel. Combined state and federal tax on gasoline is therefore about 48.4 cents per gallon before the retail markup.
Sales tax on vehicle purchases
Alabama levies a 2.00% state sales tax on motor vehicle sales. Counties and municipalities add local sales or use taxes, often bringing the total to roughly 5% to 10% depending on where you buy and register. Morgan County, for example, has been cited at about 0.50% county tax with cities adding 0.25% to 1.0%.
