Missouri electric vehicle owners pay standard registration and title fees plus a dedicated alternative-fuel decal fee that replaced gasoline road tax at the pump. Effective January 1, 2026, battery-electric passenger vehicles owe $150 per year for the decal; plug-in hybrids pay half, or $75. That fee climbed each year from a $75 starting point in 2021 under a five-year statutory ramp. Normal registration for a passenger EV runs about $18.25 for a one-year tag plus processing charges. Purchase costs include Missouri’s 4.225% state sales tax plus local taxes that can push combined rates near 10% in Kansas City and St. Louis. Electricity averages about 14 cents per kilowatt-hour statewide, with utility time-of-use plans offering off-peak charging as low as 3 to 6 cents. Missouri offers no state purchase rebate, though many utilities provide Level 2 charger rebates averaging about $250. Federal new-vehicle purchase credits generally ended for acquisitions after September 30, 2025. This guide explains every major fee, tax, rate, incentive, and calculation step in plain English so you can estimate what it really costs to register and own an EV in Missouri in 2026.
Why Missouri EV Costs Matter in 2026
Missouri funds highways partly through a gasoline tax of about 29.99 cents per gallon at the state level plus 18 cents federal. Electric vehicles do not buy fuel at the pump, so the legislature created an alternative-fuel decal fee under Missouri Revised Statutes Section 142.869. The fee started at $75 when the law took effect in August 2021 and increased by $15 each January through 2026, reaching $150 for battery-electric passenger vehicles.
For a typical St. Louis or Kansas City EV owner, first-year registration-related charges might total roughly $196 before sales tax: about $18.25 registration, $150 decal, $8.50 title, $8.50 plate deposit, and $9 processing fees. A gasoline car in the same passenger class skips the $150 decal but pays fuel tax through every fill-up instead.
Missouri does not charge a separate EV registration surcharge beyond the decal. There is no annual property tax on vehicles like some states impose through excise formulas. The combined sales tax on a $40,000 EV in Kansas City can exceed $3,900 when state and local rates near 9.98% apply, though trade-in credit reduces the taxable base dollar for dollar.
Operating costs favor EVs on energy when you use off-peak rates. Ameren Missouri and Evergy offer time-of-use plans with overnight charging near 3 to 6 cents per kilowatt-hour versus 14 cents average flat residential. At 12,000 miles per year and 112 MPGe equivalent, home charging at 14 cents costs about $620 annually versus roughly $1,200 in gasoline for a 30 mpg car at $3.00 per gallon. The $150 decal reduces but usually does not eliminate that fuel savings.
Missouri Alternative-Fuel Decal Fee
Section 142.869 requires owners of electric and certain alternative-fuel vehicles to purchase an annual decal in lieu of motor fuel tax. For passenger vehicles weighing 18,000 pounds or less, the 2026 rate is $150 per year for all-electric vehicles and $75 per year for plug-in hybrids (half the EV rate).
Decal fee schedule (passenger vehicles ≤ 18,000 lb)
| Effective date | BEV decal | PHEV decal |
|---|---|---|
| August 28, 2021 (initial) | $75 | $37.50 |
| January 1, 2022 | $90 | $45 |
| January 1, 2023 | $105 | $52.50 |
| January 1, 2024 | $120 | $60 |
| January 1, 2025 | $135 | $67.50 |
| January 1, 2026 | $150 | $75 |
The five-year ramp completed in 2026 unless the General Assembly changes the law. Decals must be purchased by January 31 each year. Late registration may be pro-rated. Dealers collect a $9 decal processing fee. Displaying an expired or missing decal can trigger a $500 penalty.
Heavier commercial electric vehicles pay higher decal amounts: for example, about $300 for EVs between 18,000 and 36,000 pounds and up to $1,500 for vehicles over 36,000 pounds without a farm tag.
Example 1: Battery-Electric Sedan (2026 Renewal)
Alternative-fuel decal (BEV): $150.00 Decal processing fee: $9.00 ────────────────────────────────────────── Annual decal total: $159.00
Gasoline drivers pay no decal but contribute roughly 30 cents per gallon in combined state and federal fuel tax at the pump.
Example 2: Plug-in Hybrid SUV
Alternative-fuel decal (PHEV): $75.00 Decal processing: $9.00 ────────────────────────────────────────── Annual decal total: $84.00
PHEV owners pay half the BEV decal rate because they still buy taxed gasoline for part of their driving.
Important: The 2026 $150 rate is the final step of the statutory five-year increase that began in 2021. Watch the legislature for any new fee schedules after 2026.

Missouri Sales and Use Tax on Vehicle Purchases
Missouri imposes a 4.225% state sales tax on motor vehicle purchases. Cities and counties add local taxes, producing combined rates that vary by location.
Representative combined rates (2026)
| Location | Approx. combined rate |
|---|---|
| Kansas City (Jackson County area) | ~9.98% |
| St. Louis (city/county) | ~9.68% |

| Columbia (Boone County) | ~8.48% |
| State only (no local) | 4.225% |
Missouri allows a dollar-for-dollar trade-in credit against the taxable purchase price. Out-of-state purchases titled in Missouri pay use tax at the same combined rate as an in-state sale.
Example 1: $30,000 EV in Kansas City With $5,000 Trade-In
Purchase price: $30,000.00 Trade-in credit: -$5,000.00 Taxable amount: $25,000.00 Combined tax (~9.98%): $2,495.00
Example 2: $45,000 EV in Springfield (No Trade-In)

Missouri Electricity Rates and Charging Costs
Missouri residential electricity averaged about 14.01 cents per kilowatt-hour in 2026 EIA data. Rates vary significantly by utility territory and time of day.
Utility benchmarks
| Utility / area | Average rate | Off-peak / EV notes |
|---|---|---|
| Ameren Missouri (St. Louis region) | ~14.0¢/kWh | TOU off-peak ~5–6¢ overnight |
| Evergy Kansas City Metro | ~14.0¢/kWh | EV plan: ~3¢ midnight–6 a.m. |
| City Utilities (Springfield) | ~12.7¢/kWh | Below state average |
| Columbia Water & Light | ~10.7¢/kWh | Among lowest in state |
| Public Level 2 | 20–40¢/kWh | Network dependent |
| DC fast charging | 34–60¢/kWh | Session fees may apply |
Level 2 home charging is typically 85 to 95% efficient from grid to battery. Assume about 90% efficiency in cost calculations: divide battery kWh needed by 0.90 to get grid kWh purchased.
Energy cost per mile from MPGe:
kWh per mile = 33.7 ÷ MPGe Cost per mile = (kWh per mile × $/kWh) ÷ charging efficiency

Scenario: 12,000 mi/yr; 90% charging efficiency.
kWh per mile: 33.7 ÷ 112 = 0.301 kWh/mi Grid kWh: 12,000 × 0.301 ÷ 0.90 = 4,013 kWh Cost: 4,013 × $0.14 = $561.82/yr Cost per mile: 4.7¢/mi
Example 2: Evergy Off-Peak (80% at 3¢, 20% public at 30¢)
Grid kWh: 4,013 Off-peak (80%): 3,210 × $0.03 = $96.30 Public (20%): 803 × $0.30 = $240.90 Total: $337.20/yr (saves ~$225 vs flat 14¢ home average)
Example 3: EV vs. Gasoline (Same Miles)
EV (Example 1): ~$562/yr ICE at 30 mpg, $3.00/gal: 12,000 ÷ 30 = 400 gal = $1,200/yr Fuel savings: ~$638/yr Minus $150 BEV decal: ~$488/yr net

How the Missouri EV Cost Calculator Works
A Missouri total cost of ownership calculator combines purchase tax, one-time title and plate fees, annual registration and decal, energy or fuel, optional insurance and maintenance, and incentives.
Step 1: Sales tax
Taxable = max(0, purchase_price – trade_in) State tax = taxable × 0.04225 Local tax = taxable × local_rate Total sales tax = state + local
Step 2: First-year RMV fees
Title $8.50 + processing $9 + plate $8.50 Registration $18.25 + processing $9 Decal: $150 (BEV) or $75 (PHEV) + $9 processing
Step 3: Annual renewal
Registration + processing + decal + decal processing BEV ≈ $186.25/yr; PHEV ≈ $111.25/yr (passenger)
Step 4: Energy cost
kWh/mi = 33.7 ÷ MPGe Grid kWh = (annual_miles × kWh/mi) ÷ efficiency Blended $/kWh from home/public split PHEV gas miles = (annual_miles – electric_miles) ÷ MPG × $/gal

Common Questions
How much is the Missouri EV fee in 2026?
Battery-electric passenger vehicles pay a $150 alternative-fuel decal plus about $18.25 registration and processing fees annually. Total recurring RMV charges are roughly $186 per year before sales tax.
Do plug-in hybrids pay less?
Yes. PHEVs pay $75 for the decal, half the BEV rate, plus the same base registration fees.
Is there a separate EV registration surcharge beyond the decal?
No. The decal is Missouri’s primary EV-specific road funding charge. There is no additional annual EV registration surcharge.
Can I avoid the decal fee?
No for registered battery-electric and plug-in hybrid passenger vehicles. Failure to display a valid decal risks a $500 penalty.
Does Missouri have a state EV rebate?
No statewide purchase rebate exists as of 2026. Utility charger rebates may apply.
Are EVs emissions-tested in St. Louis?
Battery-electric vehicles are exempt from emissions testing in the St. Louis metro program.
What about commercial electric trucks?
Vehicles over 18,000 pounds use higher decal fees ($300 to $1,500 depending on weight class).
Edge Cases
Leased EVs: Lessee typically pays registration and decal annually; federal purchase credit may flow to lessor on leases signed before credit expiration.
Out-of-state transfers: Missouri use tax and decal required within 30 days of establishing residency.
Electric motorcycles: Register as motorcycles without the alternative-fuel decal; about $9.50 one-year fee.
Used EVs: Sales tax on purchase price; federal used credit may apply if eligible; decal still required.
Where the Numbers Come From
Decal fees and ramp schedule come from Mo. Rev. Stat. Section 142.869 and Missouri Department of Revenue publications. Registration and title fees follow DOR motor vehicle fee schedules. Sales tax rates use DOR guidance and local jurisdiction summaries. Electricity data uses EIA 2026 averages and Ameren, Evergy, City Utilities, and Columbia Water & Light tariff materials. Federal credit rules follow IRS guidance.

Key Takeaways for Missouri EV Owners
Missouri battery-electric owners pay a $150 annual alternative-fuel decal in 2026, the final step of a five-year increase from $75 in 2021. Plug-in hybrids pay $75. Add standard registration of about $18.25 plus processing, title, and plate fees at first purchase.
Sales tax at 4.225% state plus local rates can add thousands at purchase; trade-in credit reduces the taxable base. No state purchase rebate exists, but utility charger rebates near $250 on average and off-peak rates as low as 3 cents per kilowatt-hour cut operating cost.
Energy savings often exceed the decal fee when you charge off-peak, but high local sales tax and the $150 decal matter in total cost of ownership. Model your county tax rate, utility territory, and PHEV versus BEV choice. Confirm all fees with the Missouri Department of Revenue before you register.
